The Premise

In 1947, as the British Empire faced the end of its colonial era, a radical alternative emerged: the Morrison Plan. Instead of dissolution, the Empire would transform into a genuine federation—a multi-racial democracy spanning five continents.

India remained united. African colonies gained full citizenship and representation. The Commonwealth Federation was born: 43 member nations, Ottawa as capital, and a third superpower to rival the United States and Soviet Union.

By 1958, the question wasn't whether the Federation would survive—it was what price it would pay to stay whole.

1945
Post-War Settlement

Britain emerges from WWII with its industrial base intact and American lend-lease continuing. The Attlee government sees federation as the only path to remain a great power.

1947
Delhi Conference

The Morrison Plan is adopted. India remains united under Nehru. The Commonwealth Federation is founded with 43 members, Ottawa designated as federal capital.

1949
CSD Founded

Commonwealth Security Directorate established under Colonel Harcourt Vane to protect Federation interests through covert action.

1952-58
Consolidation

Federation proves itself: independent nuclear deterrent, successful Malayan Emergency, integrated military command. By 1958, recognized as third superpower.

The Stakes

But the Federation has enemies within and without. Soviet infiltration. Internal conspiracies. Nationalist movements. The constant temptation to solve problems the old imperial way.
